The declared objective of the CoE recommendation is to influence the "executive, legislative and judicial branches of governments, as well as all other State authorities” to fulfill the obligations appended to the Council resolution which include legal, administrative and practical remedies. The guidelines indicate precise measures that Member States are encouraged to enable in their legislation and policies in order to strengthen the protection and safety of journalists, in four main areas: prevention, protection, prosecution and awareness-raising.

WAN-IFRA shares with the Council of Europe the conviction that "compliance at State-level with the various legal frameworks put in place to better protect journalists has been severely lacking”. For this reason, the World Association of Newspapers and News Publishers recently began collaborating with Reporters Without Borders to actively push for the creation of the role of "Special Representative of the UN Secretary General for the Safety of Journalists”.

The most immediate next steps include lobbying of Foreign Ministries and UN Ambassadors and a public campaign to obtain the necessary support of an eventual vote at the UN General Assembly.
